Modernization of Cosmetic Regulation Act (MoCRA) update

The FDA updated cosmetic regulations for the first time in over 80 years. On December 29, 2022, the Modernization of Cosmetics Regulation Act of 2022 (MoCRA) was signed into law.
MoCRA applies to companies who manufacture, distribute, pack, or import cosmetic products in the United States.
Requirements under MoCRA include, but are not limited to, FDA registration of cosmetic facilities, submission of cosmetic product ingredients, reporting adverse events (health related events), labeling requirements including fragrance allergen labeling, safety substantiations, and good manufacturing practices (GMPs).
The FDA has the authority to request a voluntary recall of a cosmetic product determined to be adulterated or misbranded.
